New UN Secretary-General António Guterres on Thursday announced Nigeria’s Environment minister, Amina Mohammed as his Deputy Secretary-General. Guterres made the announcement through the spokesman of the Secretary-General, Mr Stephane Dujarric.<br />
The Correspondent of the News Agency of Nigeria (NAN) in New York, reports that Guterres also announced the duo of Ms. Maria Viotti of Brazil and Ms. Kyung-wha Kang of the Republic of Korea into high-profile positions at the UN.<br />

“I am pleased to announce that I will be appointing Ms. Amina J. Mohammed of Nigeria as my Deputy Secretary-General, and Ms. Maria Luiza Ribeiro Viotti of Brazil as my Chef De Cabinet. “I also intend to create the position of Special Advisor on Policy, and to appoint Ms.<br />
Kyung-wha Kang of the Republic of Korea to this new role. “I am happy to count on the efforts of these three highly competent women, whom I have chosen for their strong backgrounds in global affairs, development, diplomacy, human rights and humanitarian action.<br />
“These appointments are the foundations of my team, which I will continue to build, respecting my pledges on gender parity and geographical diversity,” Guterres said.<br /><br />Mohammed, the current Nigeria’s Minister of Environment, served as UN Under-Secretary-General and Special Adviser to outgoing Secretary-General Ban Ki-moon on Post-2015 Development Planning. She was instrumental in bringing about the 2030 Agenda for Sustainable Development, including the Sustainable Development Goals.<br />
Before joining the UN, Mohammed worked for three successive administrations in Nigeria, serving as Special Adviser on the Millennium Development Goals. She provided advice on issues including poverty, public sector reform and sustainable development, and coordinating poverty reduction interventions.<br />
She is also an Adjunct Professor in Development Practice at Columbia University, and serves on numerous international advisory boards and panels, including the UN Secretary-General’s High-level Panel on Post-2015 Development Agenda.<br />

“I think that one very important element of the agenda would be to give a clear signal that gender parity is a must and so in the appointments I will be making. “And the first ones would be announced soon.<br />
You’ll see that gender parity will become a clear priority from top to bottom in the UN and it will have to be respected by all.” “This is a very ambitious agenda, an agenda that must be for both woman and man, and that is why parity is so important in our reform perspectives.<br />

“That is also why the empowerment of women is so important in everything the UN will be doing around the world,” the incoming UN scribe said. Guterres, succeeds outgoing secretary-general Ban, who bows out on Dec. 31, 2016 after a decade of two terms, while the new secretary-general assumes office on Jan. 1, 2017, for the next five years.<br />

The Office of the Accountant General of the Federation released the mandate to Central Bank of Nigeria for payment of naira equivalent of US$1,173,820.00 at N305/$ to Nigeria Football Federation, NFF, for the payment of the outstanding winning bonuses for Super Eagles in the 2018 World Cup Qualifying Matches and for the Super Falcons’ participation in the 10th Women’s Africa nations Cup.<br /><br />This is in furtherance of the approval from Minister of Finance, Kemi Adeosun, for the said amount to be paid.<br />
The mandate, which is a sum of N358 million, was paid by Central bank of Nigeria on Thursday, a statement signed by Kenechukwu N, on behalf of the Accountant General, said. Similarly, another mandate for N113.8 million has also been released by Office of Accountant General of the Federation for the payment of wining bonus for Super Eagles in the 2018 World Cup Qualifying matches; and for the Super Falcon’s participation in the 10th Women’s Africa Nation’s Cup.<br />

This amount has also been paid to Nigeria Football Federation and is equally sequel to the approval of the minister of finance. The payment came after members of Super Falcons demonstrated in Abuja demanding payment of their outstanding bonuses.<br />
Recall that President Muhammadu Buhari, on hearing about the issue had authorized the payment within 24 hours.<br /><br />

NAN recalls that President Buhari on Wednesday, before the joint National Assembly disclosed that N100 billion was allocated to the judiciary in 2017 budget compared to N70 billion in the 2016 budget. “The increase in the judiciary budget for 2017 is an improvement, but we cannot rest on our oars, judiciary needs a whole lot of funding to be able to carry out its functions effectively, including meeting the needs of the judges.<br />
“The judiciary is the last hope of the common man, so, we must properly prepare it for it to work properly. “Our expectations are much more and we will keep on demanding that our Judges and judiciary are well taken care of because of the sensitive nature of their work,’’ he said.<br />
According to him, lawyers are major and critical stakeholders in the nation building as such, the judiciary must be well funded. Only 38.5 % candidates have been announced to have passed, following the release of the 2016 West African Senior Secondary School Certificate Examination (WASSCE) for private candidates by the West African Examination Council (WAEC).<br />

LAGOS — The Joint Admissions and Matriculation Board, JAMB, has said arrangements had been concluded to have an interaction with owners of Computer Based Test (CBT) centres in the country ahead of the 2017 UTME.<br />
The board’s Head, Media and Information, Dr Fabian Benjamin, made the disclosure in a statement made available to the News Agency of Nigeria (NAN), yesterday, in Lagos.<br />
According to the statement, the meeting which comes up today at the University of Lagos, is to fine tune all areas of challenges geared towards conducting a hitch-free examination in 2017.<br /><br />It said the meeting would determine the number of centres to be used for the 2017 all CBT Unified Tertiary Matriculation Board (UTME) exercise.<br />
It said: “These are centres that must have a minimum of 250 and above terminals (computers). “We will not hesitate to disqualify any centre that falls short of the requirements.”<br />
“We will equally not compromise on the selection of these centres as they will fully be responsible for our registration and examinations and other related responsibilities that they will be saddled with from time to time as we introduce new measures.”<br />

MMM Nigeria- Members of the famous money-doubling scheme, Mavrodi Mundial Moneybox, MMM Nigeria have been thrown into panic and great confusion, Tuesday, following the message from the ponzi scheme freezing all confirmed Mavros, otherwise known as money due for withdrawal for one month. This means, all the accounts of members who are due to be paid after having ‘provided help’ (PH) to another person since the last month have been frozen and hence, have no access to request for payment, known as ‘Get Help’ (GH) until after one month.<br />

LAGOS—Nigeria’s hope of returning to economic recovery brightened, yesterday, as crude oil price hits an 18-month high of $58 per barrel. With the proposed 2017 budget based on crude oil price of $42.5 per barrel and 2.2 million barrels daily production, this development translates to additional N500.4 billion revenue inflow outside the budgetary estimates. The federal government is proposing a budget of N7.28 trillion for the year 2017.<br />
The aggregate revenue to fund the 2017 budget, according to the budget framework, is expected to increase over the 2016 estimate of N3.855 trillion by about eight per cent or about N313billion. Thirty-three per cent of the amount is expected from oil sources while the balance is derivable from non-oil sources in consonance with the government’s renewed focus on diversification of its revenue base.<br />

Though the 2017 budget came against speculation that 2.2 mbpd oil output was too ambitious given the Niger Delta crises which had forced down output to about 1.4mbd mid this year, Minister of State for Petroleum Resources, Dr. Ibe Kachikwu already indicated that the various negotiations with the Niger Delta leaders have yielded stability leading to uptick in output to about 1.9mbpd in November with expectations of continued rise in production level to even surpass the budgeted benchmark.<br />
Oil prices, yesterday shot up by over 4.5 per cent to hit $57.89 per barrel, its highest level since July 2015. The renewed price surge came after Organization of Petroleum Exporting Countries, OPEC, and other producers over the weekend in Vienna reached first output cut deal since 2001.budget The cut was in order to rein in over-supply and prop up prices in the market.<br />

Meanwhile, latest survey conducted by S&P Global Platts, has shown that oil production from OPEC for November rose for the sixth straight month to a record of 33.86 million barrels per day, mb/d, while further rises in December are expected as members and other parties to the production cut agreement try to maximize lead time ahead January 1, 2017 when the output cut agreement goes into effect. The survey also indicated that Nigeria, which is exempted from the OPEC cuts, had remained at 1.68 mb/d in November, contrary to the figure given by the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, who said output level has grown to about 1.9 mb/d in November. On current price development, Brent sweet crude futures, the international benchmark for oil prices, soared to $57.89 per barrel in overnight trading between Sunday and Monday, its highest level in 18 months. U.S.<br />

West Texas Intermediate (WTI) crude futures also hit a July 2015 high of $54.51 a barrel. With the OPEC output deal finally signed after a year of negotiations, the market’s focus will now switch to compliance with the agreement. ANZ Bank said that Saudi Aramco, Saudi Arabia’s state-controlled oil company, had informed customers that their allocations would be reduced in January 2017, in line with the recent OPEC production cut agreement.<br />
OPEC has said it will slash output by 1.2 mb/d from January.<br />

1, with top exporter Saudi Arabia cutting around 486,000 bpd in a bid to end glut. Glut has dogged oil markets for over two years and pushed the economies of many oil exporting countries, especially Nigeria and Venezuela, into crisis.<br />
On Saturday, producers from outside the 13- country OPEC group agreed to reduce output by 558,000 bpd, short of the initial target of 600,000 bpd. However, November production figure saw a 320,000 b/d rise from October output and illustrates the challenge OPEC faces in implementing a production cut it finalised in Vienna with the aim of accelerating the global oil market rebalancing.<br />
At the moment, many OPEC members appear to be pumping at or close to their full capacity to maximize revenues before the organisation deal goes into force on January 1.<br />
Under that plan, the organisation will, for six months, cut 1.2 mb/d from its October output level, as calculated by an average of Organisation’s six secondary sources, including Platts, and freeze production at around 32.5 mb/d.<br />

Saudi Arabia, which has committed to holding its output at 10.046 mb/d, saw its November production at 10.52 mb/d, indicating it is involved in maximizing output before complying with cut back. Reacting to yesterday’s development in the international oil price, Dr John Erinne, Managing Consultant, Matrix Energy, stated:<br />
‘’To my mind the deal is a natural reaction of all producers (OPEC and non-OPEC) to the daunting challenges in the global oil market. I believe that in principle they are all interested in restoring equilibrium in the market at a reasonable interception of price and volume.<br />
‘’That however does not necessarily rule out the possibility of some trying to cheat or possible negative effects of internal rivalries amongst the signatories. Hopeful that stability is achieved, Nigeria should expect a price regime of up to $55-60/bbl implying reasonably enhanced revenue potential for the country.<br />
‘’It is unlikely that Nigeria will produce above 2.2m.bbls/day in the near future. Our production capacity, disruptive activities of militants and OPEC quotas will combine to limit our output.’’<br /><br />

It was learned that the mother and her child were detained recently at the Agbowa Police station, Ikorodu, after they were apprehended at the market by traders for stealing their goods.<br /><br />On interrogation, the woman disclosed that she resolve to stealing after efforts to seek her daily bread proved abortive; an action eyewitness blame on the current recession in the country.</div>

•It’s a bombshell that will crash one day, Senators, Reps warn By Henry Umoru, Babajide Komolafe, Emma Ovuakporie, Nkiruka Nnorom, Johnbosco Agbakwuru, Ikenna Asomba Against the backdrop of the biting economic recession that has hit the country since 2015, trust Nigerians, they have devised several means to survive the economic down-turn.<br />
One of these several means of surviving the economic recession, which has gained media prominence recently is the wonder bank scheme called the Mavrodi Mundial Movement, MMM. MMM-Nigeria has gained popularity among Nigerians as the programme promises a monthly payment of 30 per cent interest on loans provided by participants. Usually, participants are expected to provide loans for a minimum of N20, 000 to get a 30 percent interest within 30 days. The system operates on two platforms which is Provide Help (PH) and Get Help (GH).<br /><br />How it works If a participant requests to Provide Help of N20, 000 today, he/she is expected to be matched within the next 14days with another participant or participants, and after payment, the donor gets back a full repayment of his loan (N20,000) and 30 percent (N6,000) within the next 15 days. This implies that the donor gets N26,000 from another participant or other participants after 30days. Other financial benefits However, aside the 30 percent interest on loan, other financial benefits participants gain from MMM-Nigeria include a Referral Bonus of +10% from a contribution amount made by each member (referral) you invited to the System.<br />

The Bonus is paid and available for withdrawal as soon as the referral has provided help and got his Mavro confirmed. For example, if a referral provides help of N20,000, the participant who refers him or her will get a N2,000 bonus. Also, there is Guider’s Bonus comprising of four levels in MMM-Nigeria- +5%, 3%, 1% and 0,25%. You may take this bonus out two weeks after your referral has provided help and got his Mavro confirmed. It works like Referral Bonus. Guider’s bonus is paid only for ‘new’ money. There is also bonus for Testimonial video. Also, the amount of money involved per person is usually small, mostly N1 million and below, hence it has little or no impact on the bank. In his own contribution, Michael Ilifo, who is also a banker, said, “MMM is not an organisation, it does not have staff. It is a computer application that matches people who need financial assistance to people willing to provide financial assistance.<br />

The money goes from one individual bank account to another individual bank account. Money does not leave the banking industry, so there is no impact. I think the problem is that people criticise what they have not taken time to study and understand. MMM is not a ponzi scheme but a pyramid scheme. Dr. Uju Ogubunka, President, Bank Customers Association of Nigeria (BCAN) however argued that “MMM is a faceless scheme, so I advise people to be careful in their dealings with it because there will be nobody to complain to if anything goes wrong.” A bombshell that will crash<br />

——Capital market operators Jimmy Okugere of Quantum Securities Limited, said some brokers who have joined the MMM community were guided by greed. He said, “they are cautious though, even some have told me to also join, but I dismissed it because personally, I have to understand the risk I am taking and I must make sure that I balance it up. For me, I won’t do any business that I can’t explain the source of funding. Where is the 30 per cent growth coming from; because I took money from one place and I gave help to one person and another person gave help to me.<br />

That is a bombshell that will crash one day; it will blow and when it blows, it is going to be deadly. Not after several experiences we have had in the past in the days of wonder banks. For most of my colleagues who are doing it, well sorry; they are taking a risk.” Paul Uzum, another stockbroker, said it is true that some investors recently started selling their shares in order to invest in MMM. He said that even educated and financially literate people are equally taking the plunge.<br />

According to him, “Their argument is that, they have at some point lost money in shares and they do not mind losing money. They see it as financial game where some will gain, while others will lose. Because of the fact that some of them are financially savvy, they feel that give and take they will still make money. I have some friends in academia who are even doing it. It is so shocking. For most, they know that MMM is a zero-sum gamer wherein the gain of some people is loss for some people.<br /><br />That means that you are transferring wealth from some class of financially uninformed to those who understand the game. A lot of people don’t know it is a ponzi scheme and those are the class of people that will lose”. Citing an example, he said that a friend of his who is a doctorate degree student in Economics borrowed N2 million from his Cooperative to invest in MMM and has since recovered the initial capital and is now playing with the gain he made. Another stockbroker, Mr. Charles Fakrogha, of Foresight Securities and Investment Limited, said some of his colleagues told him that their clients were selling their shares to invest in MMM.<br />

He said ”I have heard that a lot of people are getting involved in it, but it pains me that in this 21st century when technology has gone so advanced and awareness about investment community has become so advanced, we find that investing public will still be a victim to this kind of scheme. It is an illegal scheme and all the financial regulators have come out to say that they did not license it; it is still surprising that a lot of people still get involved in it. We have seen things like this in our investment history. We saw that of PlanWell in Benin; we saw that of Umana Umana in Port-Harcourt in the early 90s. So how come Nigerians are still falling victim to MMM. For me, it is a clear case of investment illiteracy.” Investors should be wise<br />

—–Senators Chairman, Senate Committee on Banking, Insurance and other Financial Institutions, Senator Rafiu Adebayo Ibrahim in his reaction warned Nigerians to be careful in their engagement with the MMM, saying that it is a pyramid that would soon burst. He said “any Financial institutions of any kind that is not under the regulation of a Regulator such as MMM is a pyramid that will soon burst. We engaged the CBN and they have issued a statement in the recent past. So Nigeria should be wise and know that there is no free money any where. One wonders which investment can yield 30% flat any where in the world.” Also reacting, a member of the Senate Committee on Banking, Insurance and other Financial Institutions, Senator Gbolahan Dada, APC, Ogun West said, “It is important for members of the Public to know this fact. ??? was a Russian company founded in 1989. The company was established by Sergei Mavrodi, his brother named Vyacheslav Mavrodi, and Olga Melnikova. The name of the company was taken from the first letters of the three founders’ surnames. MMM could be called a wonder bank.<br />

Over 5 to 40 million people lost up to $10billion in the 90s when it was introduced. The company was shut down by Russian Police in 1994 and declared bankruptcy in 1997. “It is unfortunate that some unscrupulous Nigerians are capitalizing on current economic hardships to defraud unsuspecting Nigerians by encouraging them to part with their hard earned money with mouth-watering interest or returns. MMM does not contribute or add value to the economy because the records of such transactions are not kept and not made open to the public or regulatory authorities. It is a product of fraud and nothing good comes from fraud. The operator pays returns to the investors from new capital acquired from new investors and not from legitimately earned profits. The operators entice investors with mouth watering offers. The short term returns are abnormally high and unusually consistent. I believe that it is the consequence of recession, it is not MMM, but about the desperation of Nigerians looking for survival and nobody needs to be blamed. If we see the kind of people that patronize MMM, they are civilized, educated people who actually know the consequences of failed investment, but they still take the risk and go into it. … Says we are not departing from Nigeria By Chidi Nkwopara & Chinonso Alozie, owerri. The Igbo Movement for Justice, IMJ, yesterday called on the Easterners to forget Nigeria presidency come 2019, just as they said that the Igbo presidency could be feasible in 2023.<br />
This statement was contained in an address made available to newsmen in Owerri and signed by the President and Secretary of, IMJ, Mr. Obi Onyekamuo and Ken Ibemere respectively.<br />
“The talk show syndrome by Igbo leaders is over. We shall bring out the Igbo leaders. We shall now start to articulate programmes and activities on how to achieve political and infrastructural justice for the Igbo nation in Nigeria federation”, IMJ leaders stated.<br /><br />It was their considered opinion that, “when we look at Nigeria as it is today, the South-East region has legitimate demand for Nigerian Presidency come 2023” adding that, “every other political, traditional or social consideration in Nigeria should be channeled towards achieving this goal”.<br />
On the issue of call for secession by pro – Biafra agitators, they said: “The call for secession by some of our brothers is diversionary. We are not leaving Nigeria. The South-East is not leaving Nigeria”. “Since those singing these tunes started over 20 years ago, where have they taken the region to. The local population of our people have been fed with a lot of misinformation, but the reality of the story told the people continue to be a mirage.<br />
“However, we understand the grievances of some of our brothers who are calling for secession. We do not blame them as such. We are blaming our leaders. The leaders of the Igbo nation. What we are suffering today mainly is political injustice”, IMJ leaders said.<br />
While dismissing the speculation that the Igbo are not united, the group however submitted that this was not only funny, but also added that Igbo are united in varying ways. “Our past leaders like Dr. Mandi Azikiwe, Dr. Micheal Okpara, Dr Nwafor Orizu, were able to galvanize the Igbo because our people saw them to be selfless in their leadership”, IMJ said.<br />

In a statement, the convener of ITSAD, Mr Chidi Ndukwe, said that Nigeria was not at war contrary to the impression being given by the governor.<br />
Ndukwe hinged his counsel on a reported declaration by Fayose that he appeared before the state House of Assembly on Tuesday dressed in a military camouflage because Nigeria was at war. The governor was at the Assembly to present the state government’s 2017 budget proposal of N93.4 billion.<br />
His mode of dressing stirred controversy, with the main opposition party in the state, APC, describing it as unbecoming of “of his high position in a constitutional democracy’’. However, the governor has reportedly brushed aside the criticism, insisting that focus should be on his performance and achievement in office, not his dressing.<br />
According to ITSAD convener, Fayose’s comment that the prevailing state of war in the country prompted his dressing is capable of heating up the polity. Ndukwe said that a situation where a democratically-elected governor would resort to wearing military outfit was a violation of the nation’s Constitution and extant laws.<br />

In this encounter, he demanded that he, as a person, should be addressed as “a Biafran” as that reflects his true identity. </div>

He however clarified that the struggle by the pro-Biafran groups especially the IPOB is not targeted towards pulling out of Nigeria but the name Biafra is for proclamation as an identity while accusing the Federal Government of double standard over the establishment of Radio Biafra. Topical issues such as why the civil war was fought, corruption, recession among others were also discussed. </div>

<b>Excerpts: How do you assess the state of the nation?</b></div>
<div style="text-align: left;">
Are you satisfied with what is happening generally in the country today? For me to say that the state of the nation is stable would be deceiving myself and deceiving the general public. The situation confronting us is a contrasting administrative set up. One, we lived through over the years under a particular political set up. </div>
<div style="text-align: left;">
Then, we have the new political set up under the APC which has brought in a completely contrasting administrative machinery that one cannot at present determine what sort of government we are under. First the leadership of a government portrays the type of body movement the party can be viewed from. The body language of the leadership of the present government leaves a lot to be desired.<br /><br />This is in contrast with what is being portrayed before us by the leadership of the government who is saying one thing while the unions under him who were supposed to echo the stand of the leader are saying another thing. It is these contrasting voices that alarmed everybody and put the nation in a state of insecurity because we cannot say what is going to come next.</div>

The present government on one hand appears to be draconian while on the other hand, we hear a voice of temperance, being echoed. Before you can relax, the tension returns. The issue of hunger is all over the country. </div>

Go to the most rural area you can think of in this country, all you hear is the cry of hunger and as long as that cry of hunger is being echoed all over the place, there is nothing you can say that can alleviate or make the government not to be called to question on why we should be hungry in the so-called midst of plenty. As of now, for the first time, we are hearing our currency being enumerated and counted in quantum of billions, trillions and so forth and you wonder where that amount of money was all along. And under the present system of single accounting system, the treasury should be busting due to the amount of money that is supposed to have been recovered or discovered,. </div>

But instead, in the midst of recovering so much money, we are being told or being asked to allow the government to sell our structures to raise money or to go cap in hand to borrow money and pile up debts not only on us but on our children and those yet unborn. That in itself is scandalous because it is frightening. On one hand, those in government are not telling us the truth or if they are telling us the truth that they have recovered so much money, then the treasury should be busting with so much money being lodged right across the board from every sector. </div>

<b>Are you proposing that the single treasury system should be phased out? </b></div>
<div style="text-align: left;">
By the present showing and standard, it should be phased out because all along under the previous system that has been well tested, each sector that is responsible for fund knows the amount that is allocated to them to use. Nowadays the hospitals are now moribund because every kobo that comes into the hospital cannot be spent by the hospital. It must go into the single treasury system until the powers that be decide to allocate what they think they can afford to give them. </div>

The result is that the federal hospitals are no more what they are supposed to be, so also the educational institutions. Even school fees paid by the school children go back into single account. The university relies on government subvention. All the tuition paid by children go into the single accounting system and yet they haven’t worked out a system of how much, based on the numerical strength of those universities, colleges, hospitals and so forth goes back to them. This should have been worked out first before embarking on a journey like single accounting system. </div>

<b>The country is presently in recession, what is the way out?</b> Recession does not come overnight. Recession means a progressive downturn of economical pursuit. During the period before the declaration of recession, the people husbanding our economy must have seen that there was such a depreciation that will lead them into recession but nothing was done. I don’t like to appear to be naïve but I will ask this question. There is no alarm or clamour that we were heading into recession while the election campaign was going on. We were living under the cloud of plenty, money was flowing here and there. How come that overnight, immediately the result of the election was announced, we were plunged into recession. Recession came in simultaneously with single accounting system. </div>

You cannot seize all the money into one purse held by one man and expect the others to be buoyant when they have no right to spend the money in their hand. All these are frightening, so I don’t buy the idea, that the country went into recession because of bad management in the past. I don’t believe that. Yes there is corruption. There is what we call the abuse of the right of governance. It has been with us for decades. If it hasn’t been with us for decades, I don’t think that EFCC would be set up and written into our constitution. The idea of setting them up is to go and fish them out and stop corruption.</div>

<b>So, all the so called witch-hunting going on by EFCC and so on at the moment has become witch hunting of perceived enemies So, are you saying the Federal Government is not fighting corruption in a just way or are you also insinuating the fight is selective? </b>It is a selective fight against corruption. Why I said this is that you cannot wake up overnight and say there is a recession. You must give us (Nigerians) the catalogue of how we drifted into recession. Those monies being orchestrated as what has been targeted and recovered by the EFCC borders on ingenuity that defies classification. To find that kind of money overnight is impossible. </div>

In other words, for a long time, people know where the money was and because of change of government, they try to present a new face to the new government and the card was turned upside down, presenting the file that was hidden all along. <b> </b></div>

<b>And what is the truth and what are we being told about the recovered money? </b>Where is the money because if they recovered these monies, then, we should not be in recession, we shouldn’t be having difficulty in getting money to the rural areas. You don’t tell us that you will give us money to go into agriculture. If you go into agriculture, it takes more than six months for the result to come up. Remember the people that are carrying out the agricultural work in the farm must eat. You don’t work in the farm in empty stomach.</div>

I have joined several agricultural committees. They demanded that one should go and produce such and such amount. I am sorry to say that over five years, I have been with over six different banks targeted for agriculture. I have never received a kobo. But we heard money has arrived, that we will soon get it. People come from Abuja with abracadabra and then that is the last you know about it. If the government wants to help and reduce the hunger that is biting strongly, first of all, there should be the independence of the local government from the state government. The local government knows the people within their locality. That is why they are local government. </div>

They know those who are capable when they receive fund. You cannot do this from the quarters of a state governor who only once in a while, drives into a local government maybe once in a year. In other words, for the whole of his four year term, he only visited the local government once. Some never visited at all. This type of thing should be addressed. So, telling me that we are in a recession, recession does not fall from the sky. Recession is man’s incompetence to economic management. <b> </b></div>

<b>Can you say that the Igbo leaders are helping matters in the quest towards advancing the Igbo cause?</b> You see people tend to forget the paradox about the Igbo. The word Igbo is not a tribal identity, it is linguistic identity. It is a language of a people collectively residing in the eastern region that used to be known as Southern Sudan. From the 14th, 15th, 16th century, the area was known as Southern Sudan. </div>

That is where the people known as Biafrans lived, hence the Bight of Biafra. </div>

There would never have been a Bight of Biafra if there were no inhabitants occupying the mainland. I’m not here pleading a cause for Biafra. No, I’m only taking you to historical antecedents. You asked a question about the so called Igbo leaders. </div>

There are two types of Igbo leaders – Igbo political leaders who professed to be Igbo by residing in certain rural areas in the south east of the country and by accumulation of wealth, imposed themselves on the people as their leaders.</div>

They have all the sophistication of political activities, while the indigenes because of poverty imposed by the activities of the civil war were unable to elevate themselves to the level required by the new masters. These were the people that impose themselves as leaders of Igbo. In our language, it says ‘ebo nwe nwunye nzo, nwunye nzo mala onye nwe anyi’, meaning that the community knows their wife or leader and the wife and the true leaders know the people who appointed them. Unfortunately, what we have is the Pharaoh that does not know Joseph.</div>

Some of the so-called leaders of Ndigbo even up to date are those whose wealth are questionable. Yet unfortunately, it is only wealth that decides who becomes a leader of a people that goes for activities of government. <b> </b></div>

<b>You said you are not pleading the cause of Biafra, so what are all the agitations going on by pro-Biafran groups or are the agitations misplaced as government is accusing them of planning secession?</b> No, we fought for survival. Biafra never fought or did not attempt to break away from the Lugardian set up known as Nigeria. No! We, from the south east fought to prevent us from being exterminated in an effort to push us out of the federation. </div>

That we remembered out past, the thought came to our succour because when a people are under pressure of extermination, history comes to their assistance. How did our forefathers survive under the pressure that we had at the time from colonial masters?<b> </b></div>

<b>How did they survive?</b> They survived by recollecting who they were and pulled together, hence the mark on our faces. Those marks differentiate the people who are Biafrans. Each community has a peculiar mark even though nowadays, we don’t do it anymore but it is engraved in our heart. And that is why we resolved that we cannot fight individually as Nigeria wanted us then. We had to fight collectively as Biafrans. Biafra wasn’t coined to break up Nigeria, no. What is the way out for the Igbo ? The way out is quite simple. </div>

The whole world is now a global village. Part of the north had already established themselves not only in our present day Nigeria but throughout the world whereby they set up what they called Hausa BBC linguistic dissemination of information. Everything is said in Hausa whereby people from our area, from the Biafran area do not even understand what is being disseminated . We feel that we are equally entitled to that. </div>

But to tell us that the name Biafra be expunged from the lexicon of Nigeria while it remains in the lexicon of the world, we will not agree because that is denying us of our fundamental human right. We have a right to answer whatever name we feel is indigenous to us . Nigeria is not indigenous to us. But the Federal Government says the name Biafra is illegal. </div>

It is now a full grown tree. You cannot just uproot it. You have ways of accommodating us. How do we find lasting solution to the frequent clashes between herdsmen and farmers where south east has had a rough deal in the hands of herdsmen? The issue of the herdsmen is part of the political game. There is something I saw in the headline recently that the Federal Government is negotiating to build a new pipeline from Niger Republic to Kaduna to buy oil from Niger for Kaduna refinery. </div>

They will say we are laying ground for secession. I always like to call a spade a spade. Sometime ago, the governor of Kaduna State tried to put a ban on religious movements. It took only common sense to arrest the confrontation of different religious organizations before it was rescinded.</div>

Now the courts that used to be impartial and give justice to those who felt they were being oppressed is now being subjected to harassment, accusations and counter accusations. Heaven knows when these cases will be tried so that the judges might settle down and say yes, we can now handle our affairs and perform our legitimate duties. </div>

We on our side see this harassment on the judiciary as a means of intimidating whoever they want to put down. Like what I have heard, the first thing every judge now does is claim they have not got the jurisdiction to handle an issue as a means of keeping out of circulation or being tagged as partial. It is affecting our (Biafra) case.</div>

What we want is a Daniel to come to judgment, an impartial judicial officer who will see the truth, say the truth and damn the consequences. A Federal High court has jurisdiction in every state where it is established. The claim of not having jurisdiction will overtake our claim. If on homeland, south-east, the federal court has no jurisdiction, how can Abuja that is miles away from where the situation being contested took place have jurisdiction? Is that not double-standard? There have been contradicting figures over the victims of pro-Biafran agitators as recently released by the Amnesty International. Also is there any likelihood that the United States of America President-elect, Donald Trump can come to the aid of the Biafrans. </div>

Listening to Trump during his electioneering campaign, he portrayed himself a racist and myself as a Biafran cannot look forward to a racist to be a co-travelling partner. </div>

It’s like going back to the situation that existed in South Africa where we fought with all our might against racism. The issue we are talking about is that we have made representation to the entire world not only in the United States of America, we also made in United Kingdom, Europe, China and other world regions, bringing the plight of the Biafrans to the fore. </div>

What we have been bringing before them is the denial, the use of force to tell us to abandon our God’s given name. We have never asked anybody to assist us to pull out of Nigeria. Pulling out presupposes that you have somewhere else to go. </div>

FORMER Ijaw militants drawn from Delta, Bayelsa, Rivers, Bayelsa and Ondo states, met, penultimate Thursday, at Port Harcourt, Rivers State, threatening reprisal if Urhobo people went ahead to harm any Ijaw indigene following the now suspended 14-day ultimatum slammed on Ijaw residents in Udu Local Government Area of Delta State by Urhobo Progress Union, UPU, Youth Wing, Udu chapter.<br /><br />It was not easily comprehensible what the state government had done at the time to checkmate the looming crisis, as a top Urhobo youth leader, who spoke to Vanguard, hours before the suspension, had reeled out four conditions for Udu UPU to shelve the ultimatum. The two-week ultimatum issued November 17 was to expire November 31, but unusually, many were of the opinion that it was to expire on November 24, which made them more apprehensive, especially as the parent UPU body did not publicly denounce the ultimatum.<br />

But less than three hours after youth leader gave the conditions, the ultimatum was suspended following strategic engagements facilitated by the leader of the Pan Niger Delta Forum, PANDEF, Chief Edwin Clark, who is an Ijaw from Delta state. In fact, ex-Ijaw warlords, who had mobilized to launch attack on Urhobo were disappointed that Clark prevented the “war” they had prepared for. Okowa meets Clark in Abuja Unknown to some persons in the state, Clark had phoned the state governor, Senator Ifeanyi Okowa and his deputy, Deacon Kingsley Otuaro, also an Ijaw from Gbaramatu Kingdom, Warri South-West local government area, from his Abuja base to immediately intervene. Our source said: “The governor, who was in Abuja at the time, told him that he was in town and he came to meet chief in the house. He briefed him (governor) on the reports he was getting and the need to act swiftly before the situation gets out of hand. He (Okowa) assured him that the state government would handle the matter.” Crisis deepens “However, days after, Clark was receiving series of calls that the matter has degenerated, as Ijaw residents were fleeing Udu and other Urhobo communities in their hundreds, while Ijaw youths were also mobilizing for payback. Among those who called him were local government chairmen, top politicians and community leaders.<br /><br />“A week or so after the ultimatum, the former Minister of Police Affairs, Alaowei Broderick Bozimo, called him to intimate him that tension had really mounted and anything could happen at any time. He (Clark) directed him to summon a meeting of Ijaw communities in the affected communities at his (Bozimo) residence. That was Thursday, last week, while him (Clark), flies in from Abuja, same day. “Chief Clark flew in from Abuja to Benin, last Thursday, as planned, and as he disembarked at Benin City Airport, Bozimo’s call came through that Ijaw communities were already in his residence and anxiety was high,” he said. Meeting at Bozimo’s house His words:<br />

“The arrangement was for Bozimo to brief Clark later in the evening at his Warri abode, but due to the urgency, Clark drove from Benin City straight to the venue of the meeting at Bozimo’s house in Warri. After listening to the leaders of the communities, he insisted that they must maintain peace and in their presence, called the governor, Senator Okowa, who said that government was not sleeping over the matter.” “But he (Clark) told the governor that the tension on ground was different from what he was talking and urged him to visit the affected areas to see things for himself or delegate a capable official to do so without much ado.<br />

The Ijaw leader also told him that he would not say he was doing something while staying in Asaba, whereas matters were worsening in Warri,” the source added. The Ijaw representatives overheard his interaction with the governor, who re-assured that government would take additional steps and spoke with some of them on phone. While meeting with the Ijaw communities, he also put a call through to Urhobo leaders for a meeting in his house later that evening. National secretary of Urhobo Youth Leaders Association, Mr. Vincent Oyibode, and the leader of UPU, Youth Wing, Udu, Mr. Sunday Subi, who gave the controversial ultimatum, attended the meeting at Clark’s residence later that night. The informant said: “They told Clark their grievances with the state government, which at the time had not bothered to visit the affected Ayama and Epame communities and he pleaded with them to simmer down, condemning the burning of communities.<br />

He, however, stressed that Ijaw and Urhobo are brothers and cannot shed blood.” Our informer asserted: “He secured a commitment from Okowa during his meeting with the Ijaw and so, when he met with the Urhobo people later, he also called him (governor) again and Okowa spoke with some of them, as he did with the Ijaw.” “The governor informed them that the state government addressing the issues. It was following Clark’s intervention that it was resolved that the Secretary to the State Government would visit the razed Ayama and Epame and meetings of the warring communities would be convened,” the source hinted.<br />

Urhobo youth leader, Mr. Oyibode, who was at the meeting, told Saturday Vanguard: “The peace process was actually brokered by Chief Clark, he invited the youths of Udu, having heard from us, he condemned the attack at Ayama and Epame and killing of Sunday Obruche, which many people have ignored until the time.” “He asked the youths to live in peace and also called the deputy governor, Mr. Kingsely Otuaro, who spoke to us and he asked the governor to direct his team to visit the two communities burnt down as demanded by the youths. “Pa Clark told the governor to ensure that he fulfilled the demands of the youths and condemned the activities of oil thieves in the area.<br />

This was what really calmed the youths. Other Ijaw leaders should play the same role of condemning the act that led to the killing of Sunday Obruche and the burning down of Ayama and Epame communities, “he said. Oyibode asserted: “As much as we have embraced the peace process, the provocative press statement by the Ijaw National Council, INC, should be guided.<br />
We call on Chief Clark to caution INC leadership on such statement because we are still working hard to calm the situation, most especially those whose persons are still held captive believing that they have been killed.” His words: “It should be noted that Udu youths did not give ultimatum over land dispute, but it was as a result of the activities of burning down of two Udu communities and Udu never intruded on land disputes between Ogbe Ijoh and Isaba because we know they are brothers.”<br />

SSG’s visit that sealed the peace accord Penultimate Friday, the Secretary to the State Government, Mr. Festus Agas, actually led government delegation to the burnt Ayama and Epame communities, which the Urhobo youths had earlier demanded and promised to rebuild and resettle the internally displaced persons, IDPs and send relief materials.<br />
At a peace meeting in Warri, last Saturday, presided over by the SSG, he got the president general of UPU, Udu youth wing, Mr. Subi, to suspend the ultimatum. Part of the demands by Urhobo youths were that their area should not be used for oil bunkering and the government had reportedly acceded to creating a military checkpoint in the area.<br />

Consolidation meetings ongoing Saturday Vanguard learned that Governor Okowa had called Chief Clark to commend him for his assistance in resolving the dispute. However, meetings are still going on to sort out other touchy matters, including the release of the captives by both sides. The Urhobo people claimed that their abducted kinsmen, including Mrs. Baby Ofuru College and her son, Edirin College; a couple Mr. and Mrs. Austin Ovedje Oduaran and Mr. Pudin have not been released. Isaba not the devil they paint it – Ogugu President of Isaba Youths, Mr. Moses Ogugu, whose community was accused of killing Obruche, took exception to the allegation, saying that Ijaw people were not the devil they were being painted as some of its indigenes were also kidnapped. He asserted: “We the people of Isaba kingdom are peace loving people and we have been living peacefully with the people of Aladja until recently.<br />

We won the case against them (Aladja community) in 1934 in the lower court. Aladja attacked us in1979 and burnt down Isaba Grammar School, Isaba. In 1996 when Aladja had fracas with Ogbe-Ijoh, they battered the late chief Bramor Matthew’s head and several Isaba persons were brutalized.” On June 3, 2016, George Kpabuluku was battered on his head. 7th of July 2016, the Aladja people attempted to kill the traditional ruler of Isaba, HRM. Pere Donokoromo II (J.P) the Pere of Isaba kingdom and his car was vandalized.<br /><br />

On the 19th of October 2016, Aladja attempted to bury Mr. Isaiah
Tobisi. “On the 11th of November 2016, the people of Aladja attacked and
burnt down Ayama community under Isaba kingdom and Pamia community
under Isaba kingdom, in the process of the attack, one of our sons,
Prince Ebidenwei Esukuseide was missing till date.<br />
We have
reported all these incidents to the security agencies of Delta State and
nothing was done till date,” Ogugu claimed. He added: “All these evil
things are happening because the only access road to Isaba passes
through Aladja community. The only solution to stop this evil heart of
the people of Aladja is to create new bypass road from the DSC
Expressway to Isaba road and cut across to Ogbe-Ijoh as well so that, we
and the people of Ogbe-Ijoh will not pass through Aladja community
again.<br />

We are appealing to the government of Delta State
to please construct the bypass for lasting peace,” he pleaded. Ogbe-Ijoh
vs Aladja However, just as people were breathing a sigh of relief over
the Aladja, Isaba face-off, hostilities broke out again between Aladja
and Ogbe-Ijoh over the beheading, last Saturday, of a 40-year-old
Ogbe-Ijoh carpenter, Samson Bebebo, behind the secretariat of Warri
South-West local government council in Ogbe-Ijoh. Aladja community
denied the act, but Ogbe-Ijoh alleged that it was its handiwork and on
Monday, two days after, Ogbe-Ijoh youths abducted an Isoko youth, who
they thought was an Aladja youth.<br />

The victim was released
on Tuesday evening. Again, Chief Clark, asked Chief Bozimo to mediate
with Chief P. E. S Ideh, an Urhobo leader, as they would not be alive
and allow Ijaw and Urhobo youths to go to war. The leaders had since
waded into the matter to broker peace.<br />
